"For the time that you will remain a student in college, there are many
obstacles that you will face. Possibly the most challenging of those
obstacles are those that you experience as a part embedded in American
society. Over the past few years, students across the nation have
experienced a trend in higher education where hikes in tuition and
fees,
bigger class sizes, and reductions in financial aid have become ever
present. Decreases in government allocations to public universities
have
led to the slow demise of many institutions that now face serious
change
for the survival of their school.
Here in Colorado , public universities are expanding and don't
have the
resources to keep the quality of their institutions high and make sure
that parents and students are paying an affordable amount for a good
education. Due to reductions in General Fund allocations, the
Taxpayer's
Bill of Rights (TABOR), Amendment 23, and the Gallagher Amendment, the
funding for Colorado higher education has dropped severely. Over the
last Fiscal Year, the Colorado General Fund allocation for the
Department of Higher Education dropped 15%, a total of nearly $100
million dollars. It is estimated that in the next five years, because
of
amendments like TABOR and a lack of state support, many Colorado public
institutions will be receiving less than 1%, if not 0 funding from the
state. The situation at the University of Colorado (CU) has gotten so
grave, that it now faces, and is pursuing, privatization as a viable
option for sustaining the schools campuses.
In response to the funding crisis for public universities in Colorado ,
the four campuses of the University of Colorado System and other public
Colorado institutions have come together in the Where is S.H.E.?
(Support for Higher Education) Campaign . This is a non- partisan
campaign, solely advocating more funding for higher education in
Colorado and increasing the awareness of the financial situation which
public institutions face. Over the next session in the Colorado
legislature, the state budget and many other higher educations bills
will play a great role in the way public institutions operate. The turn
out of this session will determine the rising rate of next years'
tuition, the amount of financial aid you receive, and the financial
aspect of your life as a college student in Colorado .
The S.H.E. Campaign is a tool for you, as a student to actively have
your say in the decision- making process of funding your education and
maintaining the quality of your education. Through lobbying at the
State
Capital and to the Governors Office, you can gain a voice and have your
message heard, along with many other businesses, alumni associations,
university staff and faculty, parent associations, and non- profit
organizations. During the legislative session (January- May), there
will
be different opportunities and events at your school, the State
Capital,
and other locations to join the campaign and help secure needed and
adequate funds for higher education.
